Juveniles do well in low-end brackish water, but adults genuinely fail to thrive long-term in pure freshwater and need rising salinity as they mature. Most sources recommend eventually moving toward full marine conditions, though some experienced keepers genuinely find that stable, higher-end brackish conditions produce equally healthy, long-lived fish without going fully marine — there's genuine, ongoing debate on this point among experienced keepers.
A genuinely important practical note: don't try to raise salinity gradually in an already-established freshwater tank — this transition commonly fails and the fish often don't survive it. The safer approach is to set up and fully cycle a new tank at your target salinity first, then drip-acclimate the puffer into it directly.
